I purchased $20 worth of RP, which is 2800. I bought Yasuo and wanted to buy the Project Yasuo skin as well but couldnt because after my purchase of Yasuo for 975 RP I only had 855 RP when I should have had 1825 RP left. I went under the "purchases" tab in the store and It said I only purchased Yasuo for 975 RP. Why did I lose 1000 rp for no reason?

It's a visual bug that makes it look like you were charged twice. Just log out and back in and it should fix.
