I can't play champs that i recently purchased

I recently bought Jhin and some other runes but when i went into a custom game to practice, i didnt have him. I went back to the store to find that it said i had not purchased him yet even though i lost IP for buying him earlier. Same issue applies for the runes i bought as well as they did not show up in my inventory and i lost IP. Is anyone else having this problem or is it just me??
