Cant Load Into Game

Been playing for a while and randomly while loading into the game it would just take a long time for me to get in. It may have been after downloading a patch but I dont remember. When loading in, it starts going towards 40% with a low ping (18-22) and it stops there for about two minutes. This process repeats at 60% then 79% and by the time I get in the game, I am either really late or the game turned into a remake. Now I currently have a leaver buster. I have reported to riot but never got a reply so... Anyone know a solution to this? (Also tried reinstalling but still didnt work)
