Report a Bug Bug
There's this bug where I keep posting bugs about leaver buster and it keeps getting deleted and saying it should be posted in help and support, even though its a bug.

Theres also another bug where if you post things in Help and Support you get neither of those things
Just submit a Support Ticket if you think a ban/restriction was given to you in error. They don't delete those. You might get a copy-paste response you aren't satisfied with, but they will certainly look into it.
It's long gone, I just wanted to notify them of this bug so that it is fixed.
The original bug was receiving a 20 min que time for a first offense. I was also afk for such a short time that it did not even give the afk warning.
Support would have to look in on that personally, because they'd need to check your personal history; it's not something you could independently verify if it's that rare. So many people lie about what they did thinking they can get out of a restriction by saying the system's bugged that it would be a waste of their time to just believe it and file it as a bug.
Let player support look into it and they can direct you to submit a bug report (and/or bug thread) or they'll do it themselves.
In the end, a ticket or using the H&S board sounds like the first step so it can be confirmed as a bug.
The restriction is already over, there is nothing to get over. I could be wrong about it being the first offense, but I'm pretty confident and just hoping other people can verify this bug.
How do I submit a ticket? Do I use this submit a request feature? It's not very clear.
On the top of the LoL site click Support on the navigation bar. On the Support page, click Submit a Request (again on top). There you can create a ticket. Here's a direct link;

Before making bug reports or submitting tickets, make sure you've searched for solutions to your problem (either just through Google or on the Support page) to make sure you can't fix it yourself first. People often have an issue and immediately start making reports, while they could have taken 2 minutes and fixed it themselves.
Oh and, you'll get an email when they update your ticket, but you can manually check it by logging into the Support page, clicking your account dropdown (top right) and selecting "My Activities". It will show whether your ticket is open or marked as solved, and the last activity on it.
