Not being able to pick the 3 leveling up champions

My friend got to level 5 and there was 3 champions for him to pick but each time he put his mouse over the select button the select button goes away so he is stuck on that screen. He reseted his PC and even deleted the game and re-downloaded but he is still stuck on the screen
