Friend didnt recieve gifted skin
I gifted one of my friends project: akali but he didnt recieve it. Is it a bug?

Submit a support ticket. This is definitely a big issue for customer service. If they can't fix it charge it back on your end, but tell the support personnel as it may get your account banned
