?? why did I get a 30 min wait

Was in champ select and we had made it to the banning phase. It started on the enemy's side abd already went through the first round. So their second ban timed out and it said that I didn't pick in time and received a 30 min wait time before I could play again. I didn't have a ban button to push, I didn't have champions to look through to select to ban. It was stuck on the enemy's 2nd pick with Zed hovered. So why am I receiving this penalty when I didn't do anything wrong Riot?
