I played this game: http://matchhistory.na.leagueoflegends.com/en/#match-details/NA1/2389816857/45038261 and when I hit 6, I put a point in my R, walked forward and cast R toward the enemies while right clicking to move and pushing the screen down. The Enchanted Crystal Arrow flew the opposite direction of my cursor. See the below video:

PickledJackalope1 votesI have quick cast on, so I didn't click on my r with my mouse, if that's what you mean. Also, I was scrolling down, and my character was on the screen, therefor it's impossible for my cursor to be up and to the right of my character. It went in the opposite direction of my cursor, so it's definitely a bug.
