Starguardian soraka missing voice pack
i bought her skin Yet it just like the base skin with a new recall can u guys fix her skin plz this feel like i wasted 10$ for a improved base skin....

1350 RP tier skins don't have different voice packs.
The only Star Guardian skins with different voices are Ahri and Jinx.
That is, in fact, what you bought. 1350's bring nothing more than new effects, model updates, new animations, and occasionally a couple new lines on a launch skin to fit the theme a bit (like Program Camille getting some interactions with the project skins).

Star Guardian Soraka does not have new VO. Only Star Guardian Ahri has new VO because she's a legendary skin. I think you may have stumbled upon a player-made voice pack.
Someone did not even bother watching SkinSpotlight before purchasing a skin.
Says that we're going to get a new visual appearance and I'm pretty sure SFX stands for sound effects. I feel slightly ripped off knowing that Soulstealer Soraka is a 1350 having a voice effect and animations.
I'm not really taking the excuse "Ahri's a legendary so that's why she has it." I'm just saying but that's really cheap to try and make Ahri look better when she comes with a voice announcer completely specific to SR (which I'm assuming its for the event but I could be wrong and its perma?). That should be enough differences. Even then I feel like Jinx compared to Ahri should be down graded to a 1350 in price if it comes back in sale for others. Since its doesn't have all the same jazz as Ahri does with hers.
Edit 1: Prime time Draven has new voice lines and he's a 975 skin. So......
Well.. it's one of the skins you could test.. it's a 1350rp skin so it's also not surprising that she has not a special voice pack
