Hextech Protobelt on an infinite cooldown Bug 6.12 (Taliyah game)

So I was playing Taliyah, and I bought the Protobelt eariler in the game when it worked perfectly fine. Then later on in the game it just stopped working. The icon was grey, and had no cooldown timer on it. I found out that it stopped working when in a fight.

Maybe some of these champs who i played with caused the bug to happen? I also tried to sell it and buy it back, but nothing worked.

My team: Bard, Yasuo, Miss Fortune and Twisted Fate (and obviously myself) Enemy team: Lulu, Vayne, Zilean, Urgot and Xin Zhao

I have no idea how it bugged out, maybe i got polymorphed, stunned or something while using it, causing it to bug.
