Keyboard Commands do not activate abilities

For 5 games in a row now i have not been able to use keyboard commands, such as q, w, e, r, to activate abilities. In addition most other keyboard commands don't work. I can type in chat, i can press tab to look at score screen and i can press space bar to go to me, but all other keyboard commands do not work. I need to use entirely the mouse in order to play, which is completely unplayable, especially for the more skill shot heavy champions. The computer i use is a laptop. I have tried looking up the problem and found that you are supposed to delete the input config file and start league again, tried that between every game and that didn't help. I even tried completely reinstalling league of legends, including deleting all remnant files before installing league again, and the problem persists.

This seems to happen every other patch or so where half my games do not let me activate my abilities using my keyboard. It is completely unplayable, and in order to MAYBE get it to work I need to restart League completely, then reconnect to the game, and that doesn't even fix the problem about 1/4 of the time.
