[Client] Queue Restriction Timer Is Slow While Alt-Tabbed

If you have a restriction from queueing (say you dodged a game during champ select) and alt tab, the timer counts down more slowly than it should.

Note the time in the top right. At the start of the 13 minute restriction it's 3:07. At the end it's 3:41. While tabbed into the client the timer counted down normally.
