[CLIENT] Repetitive issue spanning several years (004)

Okay Riot, Google no longer helps with this issue. According to my search history this error ; 004 was quite frequent a couple years ago with no real fix. I'm assuming you guys fixed it with a whole new patch but now its happening to me. I've installed and re-installed league several times, ive even factory reset my computer. It works usually after I factory reset my computer then after a couple months it starts happening again.

This is how it happens ; I run league as admin, as usual. League tells me it has to patch, then it starts patching and finishes but the time on the left side says (-11 ETA) etc. Keeps going up. So i fully uninstalled league and re-installed. It downloaded fine and was patching on the client (still able to view the shop and loot etc) it got to 100 % twice and both times gave me the unable to patch error code 004 try again so i am currently running the client repair system to see whats going on. I've tried everything, please help.
