Require multiple clicks just for my character to move

Hi everyone, Does anybody else have this issue? I need to click multiple times on the screen just for my character to listen to me. I have a high fps (59-60) and I never lag when this happens. I went through my laptop's mouse and touch pad settings and the issue is not with my laptop.

Please let me know if any of you guys are having the same issue and what you did to fix it! I've seen no answers about this bug on the league forums.
