[GAMEPLAY] Flash cooldown changes itself incorrectly with lucidity, distortion, and insight mastery

When you are using and the Insight Mastery the cooldown for flash correctly updates to 191 seconds at first, but then after using flash some time later it randomly changes to 217 seconds.

I have only done this with Annie on Howling Abyss, so it may or may not be champion and/or map dependant. It first happened in an ARAM and then I was able to replicate it two more times in a custom game using the following procedure:

Steps to Reproduce

1. Go into custom game with Annie (potentially other champs as well) and be sure to have the Insight Mastery on and the summoner spell flash.
2. At the start of the game buy lucidity boots with the distortion enchantment and check to see the cooldown is 191 seconds.
3. Flash and see that the cooldown is correctly 191 seconds or 3:11.

• (when I recreated it I flashed in the fountain and then walked and killed minions and it switched the cooldown when I hit level 4 I believe, but in the ARAM game it first happened in I didn't flash until later and did not see when it actually changed to 217 seconds.)

4. At some point after that it will randomly change to 217 seconds and it is not just a visual glitch it will actually put your cooldown on the extra time
