Possible Mordekaiser bug

I don't play Morde regularly but lately I've been getting him a lot in ARAM. His 'W' appears to be either bugged or misworded. It states "target ally" while actually affecting the closest ally regardless of who is targeted. I've tested this every time I've gotten him (4-5 times) to be sure it wasn't a single game thing.
