[GAMEPLAY] Thunderlord's decree not proccing with Nami

Hello,

I still do not understand why this issue has not been noticed by more members of the community, but thunderlord's decree does not proc when playing Nami. She is my most played champion and I have played many games with her. Thunderlord has NEVER worked on this champion, Please fix
