Xin Zhao's Q doesn't knock-up some enemies

While playing as Warring Kingdoms Xin Zhao , I got Q as my first ability. This is when I first noticed that it didn't work on Krugs, Red buff, Blue buff or Wolves, but it did work on Gromp, Raptors and Scuttler. It also only worked against Ezreal and Nidalee in the later half of the game, and did not proc against Nasus , Annie or Leblanc once. At first, it didn't proc against anything at first, but as the game progressed, it started to work against Ezreal , the aforementioned buffs and then finally once or twice against Nidalee.
