RP in PBE account

I created a PBE account recently but i had 0 RP and 0 Blue essence on it. i thought PBE accounts have unlimited RP.

only 8k rp. Also it takes time to give it to you. Just be patient.

Y tho? Why would they have infinite RP and BE?
