[GAMEPLAY] Skill reset bug

I don't have a replay saved but it happened in the linked match, so i figure yall could take a look at it. This bug has happened to me before in unranked matches versus other summoners.

What happens is when a skill resets, for Rengar, if said skill had been used just prior to the reset it will change icons but will have a cooldown timer shown. This also prevents the skill from being used and in my opinion is a game breaking bug.

I have also seen this bug happen with Katarina; procs off her passive will cause skills to be shown as off cooldown however it is uncastable. Again very detrimental to gameplay.
