Help me riot don't know what to do ;-;

When i get in League of legends and it's getting slow like im having 200ms internet connection or higher and im waiting 2 minutes till i get queue/picking champs/opening profiles and etc. Please help me to fix it cause i don't know how.Things i've tried to do are restarting my internet,restarting league of legends (downloading again) and restarting my computer and nothing happen + in game it says i have 39 to 45 MS when it looks like i have 200+.I will appreaciate the time you will type me , even help me :)[zombie-nunu-tears]
