New meta! What you should be upgrading at lvl 10!

So I had an ARAM game, and Wukong on the other team was playing good. I wished to learn a thing or two from him, so I checked the match history and found something reallllllllllllllllllly interesting. I don't know if it was a bug of the match history system or an in-game bug that he was actually able to upgrade his ult a second time at lvl 10. But I'm pretty sure that should not be normal right? :p
