this bug has been around for a while. Idk when riot plans to fix it but when your Q/R/B or any key no longer work please proceed to the nearest jungle camp and execute yourself to fix it. Dieing fixes the problem as far as i noticed and i don't know how to reproduce the bug currently but it has been around for a few patches.
