extremely high ping(only in ranked)?

So Yesterday my ping was fine for about 7 games and then after winning my first match in promos I started the loading screen with 700 ping and this didnt go down for the rest of the game but no one else started lagging until the end of the game where one of my team mates hit 300 ping. So since it was more than just me having problems I assumed Riot's servers were messing up so I got off for the night. I started another ranked game today and had the same problem except one of my team mates did not connect, and another one of them got disconnected around 8 minutes in. I did a custom game and it went down to normal(110) so then I went and did a normal game and it went up to 140 but I didn't really have any major issues, and right after I went into ranked thinking it was finally fixed and it shot up to 400 again and remained there for most of the match as well as one of my team mates starting to lag and she got disconnected once. So basicly I just can't play ranked without lag. Has anyone else been having this issue? In what region? Is there anything I can do to fix it?
