Is MMR Currently Broken?

So I gave up on trying to get to bronze and decided to raise this account's rank and I started playing a bit more serious, I've been going on massive win streaks (the latest being 11) and I only get 16 lp per win? I don't understand as the account's just been placed so it shouldn't be hard set. Anyone else having mmr issues?
