Low Priority Queue (10 mins for 5 queues) For Leaving One Game

What the actual fuck is this? I leave a single game as the title says and I get a penalty. I have to wait 10 mins before entering a queue for 5 queues. In fact, the last time I got a penalty a year ago. At the time it was 5 mins. Does this mean that this shit stacks? A good explanation would be much appreciated.

yes. it stacks.

it decays based on games played, and not time left alone.
