Didn't get level 2 from blue buff - SOLVED

Long story short, just had a game where the jungler decided they were going to play jhin, and not take smite, so at the last second i grabbed smite. Oh, by the way, I was playing as . So I ended up having to jungle. I got the kill on the blue buff but I did not get level 2. Did they change something or is this a bug?

did you remember to buy item 1041 or item 1039 ? I forgot to do that once.
