I'm seem to have issues too, waiting for a help; If you haven't tried yet, try repairing the client:

1. Start the league of legends client
2. Click the "?" on the top right of it, then click repair
3. If this doesn't work, I'll come back and see if I've gotten help and post what I did*[slayer-jinx-catface]*

Edit: Just tried multiple times in a custom game on both clients after going through half of riots suggestions on their support page:
