Is this really a thing? Surrender Glitch

When one team surrenders, if the screen pans to their direction (duh, which we all know). For this next example, "team one" will be the team that surrenders first. "team two" will be the team that surrenders second. However, if team one surrenders and team two surrenders at just the right time, the camera pans to team one's nexus which explodes, but then immediately pans back to team two's nexus and that explodes. The twist is that team two loses, even though they surrender second. This really doesn't make sense, since they weren't the first team to give up, and is it meant to be this way?
