[GAMEPLAY] No Abilities at Level One TF

Yesterday I played Twisted Fate and I chose my ability at level one (Q), I noticed when I arrived to lane I did not have any abilities. The level-up button for any ability was not present and I couldn't use any abilities. When I became level two, I was given two level up points (ability points?).

This was this first time something like this has happened to me and my friends never experienced such an issue before.

My Internet is very low quality and always has been, while the match was loading in, my client lost connection and my three friends I lobbied with told me they were in game. After closing the client and reconnecting I rushed to buy my items and receive my Q skill. The items didn't register so I didn't have any items while I was in lane, but this has happened to me before and that's my fault for my bad internet. However never encountered a problem with skills before. It was unfair in the most truest sense when I had no abilities at my disposal until level two. I stayed under tower and tried to cs. Upon leveling to level two I upgraded my Q, and saw I had another ability point, then I upgraded my W. I linked that match I played if that would help.

TL;DR version Going against a Katarina with no items or abilities at level one makes me a sad player. :(
