Rune page issues

I've been outta town for 2 weeks, i come back and all my runes are gone because of an update - no big deal. But it's not letting me create new ones.... I have 17 empty pages so it's not because it's full...I've restarted client, restarted pc, done a repair client and still not letting me create rune page. Anyone else having this issue and if so - did you fix it and how?

I use one rune page and change it every game depending on who i'm playing. Hope it helps :p
