Getting Queue Dodge Penalty Even Though Someone Else Dodged

I was waiting for champ select to end in the blood moon mode, when someone left the room at the last second. And when i immediately tried to queue again, it gave me the queue dodge penalty of 5 min. WHAT. Has this happened to anyone else?
