[GAMEPLAY] Officer Vi shield CD indicator.

I'm not sure if this is a bug or an oversight, but this has bothered me since the skin released. To my knowledge, all other Vi skins show a glowing light on her back when her passive shield is ready and available to be activated. Officer Vi has the most visual light fixture on her back, a set of red and blue lights, but it seems as if this light fixture never lights up, like the rest of the skins do.
