It seems that Final Boss Veigar's Voice over is missing while he's recalling.

I loaded up Final Boss Veigar in game, and I'm hearing his recall VO.

Was he in in the middle of another VO line when he was recalling? Sometimes, if one line hasn't finished, the next line will get cut off, but the animation will still play.
