[GAMEPLAY] Xin Zhao three talon popup broken

Just played a game as xin zhao. Ping was fine (80) avg. On both mobs and champions, my three talon would proc on 3rd hit and do the animation, but the mob/champion would not get popped up at all. Happened all game, roughly 20-25% of the time it worked, and the rest of the times it would not.
