Katarina ult

I'm not sure if this is a real bug but all of a sudden after the maintenance today I noticed a different feel to katarina's Ult. Usually I can just QEWR someone really fast and all of abilities just fire off instantly into her ult. But in my last game I noticed that the Ult doesn't seem to que up or something. Like there's a small delay before I can start up her ultimate now. It got me killed twice when I would normally get a free kill in that situation!

I thought it was just me messing up her rotation even though I can't remember the last time I ever goofed up on her rotation but it kept happening. I'm not sure what the problem is but I'd like to know if this has been happening to others. I never had this problem with her before and it just started happening today.

Someone else was saying the same thing in ARAM match. Seems like this new patch has messed up a lot of ultimate's for different champs

and it's not just Kat either, in several games as Vi my ult/abilities seemed unresponsive. One game I was fighting against a Riven - Q'd into her, immediately pressed E twice and ulted on her, but the second E was delayed and the ult didn't go off (even though, after another AA, the E should have gone off). The Riven fighting against me also mentioned that her shield/stun didn't go off before I (finally) ulted her.

The only other champs I've played since the patch was Soraka and Jinx, and I've noticed a brief delay between casting Soraka's E + Q in quick succession, and Jinx's E + W, but it's not as bad as Vi's.

Also noting that since the patch a lot of things have become unresponsive - the game "stutters" (freezes in short bursts) whenever there's a lot of action/even when there are just a few people in lane who're just farming, and recently I've been getting lag spikes on and off while playing. Outside League my ping is about 31 ms, but in-game it alternates between being fine and jumping to 300-400 consistently for a few seconds each. Comes to a point where I can predict roughly when I'll start lagging and when it'll be okay again.
