Every game I've seen a Teemo with home guards on their boots it does not trigger the home guard stats(half the time that is) . In other words Teemo buys home guards for nothing because he is not getting out of base fast enough. Please look into this Riot!!!
An enemy popping a mushroom delays the homeguard effect from kicking in.
Yeah that happens for a lot of champs that have global effects:
are the ones that I most often run into this problem with. The trick is to not use global abilities when you need to go fast (easier said than done for Azir and Teemo.)
