White snow screen after champ select when game launches

After the game launches i get a white screen that looks like snow the game is still running however i cannot see anything. This only used to happen when i streamed netflix or had it open in the browser now it happens if im not even on netflix curretly and i have to restart my computer just to get the snow screen to go away. please help me this is super annoying.
