Honor levels

Hi, I have been stuck st honor lvl 2 for 4 months which is pretty unbelievable for someone who plays every single day and has never gotten penalties. My lvl 15 friend has honor lvl 3 already and he plays 3 games per week only. Can a riot employee check my honor profile or something? How did u guys lvl up? Btw I have gotten 4 honors twice and three honours multiple times. A bug in the system?
