I dont know if this a bug but a 2 hour quene cooldown?

I dont know how to take a screen shot of this and paste it but here is how it is.

Attempt to join quene failed

      2:00:00 (It Goes Down ofc)

because u abandoned a recent game during champ select or declined too many games, u are currently unable to join the quene

I dont think i have declined any games today but i have dodged once or twice today is it really this punishable? On nemesis draft btw.
