Strange Circumstances with Disconnecting (The 1 minute 10 second question)

Some days I play and I get disconnected in game multiple times. Now, before you start going over IPV4, etc. I've tried all of that. The weird thing is, it only happens on the loading screen and in game. The client runs fine, as does my web browser. So it isn't something to do with my ISP. Another weird thing... from the time I disconnect in game until I've reconnected takes exactly One Minute 10 Seconds every. single. time. Today in a 45 minute game I had 8 disconnections. Will someone please help?

Btw, I've reinstalled the entire game, repaired it, hextech tool, and ran down the list of all of the "fixes" that riot provides in the support forums. Someone, please help me.
