Surprise Party Fiddlesticks is a legendary skin?

Just something that stood out to me when I wanted to purchase an 1820 skin, but even though I have him owned, when did Surprise Party become Legendary? As far as I've known, it's been 975 RP. I don't know if it's a glitch, but I thought it'd be best to point it out in case there was a mix up or something--that, or if I'm just going crazy.

Skins such as Surprise Party Fiddle & Primetime Draven are Legendary skins but permanently priced at 975. They both either have new animations, effects, voice overs, ability icons.. various things that are considered to be part of a legendary skin.
