Glitchy Hud

My hud has been glitchy for awhile now after a patch a couple months ago. I have tried uninstalling and initiated a full repair with no help. I tried to take a screenshot but it shows up as if it's fine. Basically, the hud just flickers all game which includes the minimap, the bar on the bottom, and the menu. Some games even, the minion health bars will glitch and it would make it very hard to last hit minions. Here's a screenshot from my phone to show kinda what it is. https://imgur.com/FLFMKpT
