[GAMEPLAY] Graves can crit turrets or inhibitors if his primary target is not the turret or inhib

When playing Graves, his critical strikes shoot out multiple pellets and increase damage on the target hit based on how many pellets connected with anything in front of him. Champions cannot crit turrets so even if Graves has 100% crit chance, if he's autoing the turret, it will not crit and the turret will take damage from all the pellets. However, if Graves attempts to auto attack a minion or champion behind the turret, the auto attack can crit and fire multiple pellets, which will be intercepted by the tower and cause Graves to actually crit the tower. I feel this is unintended because even with 100% crit, Graves will not crit the turret if it is his primary target.

How to reproduce:

1. Build items that give critical strike chance.
2. Auto attack a turret and notice that no matter how much crit chance you have, it will not crit the turret.
3. Auto attack a target between you and the turret and it has a possibility of critting and hitting the tower with the increased amount of pellets.
