[GAMEPLAY] Neeko W bugged

Description:

Neekos' W charged AA seems to be bugged, over wayyyyy too many Neeko games I noticed that her W works in 4 different ways on towers without any rhyme or reason to it.

A) W charges up and procs B) W charges up and doesn't proc C) W doesn't charge up but proc D) W doesn't charge up and doesn't proc

So far it seems to be an issue consistent to the entire game, for example in one game case A) works but only on tier 2 turrets and beyond while it doesn't work on outer turrets, or starts working after plating comes off, or only works on inhib but not on towers etc. I fiddled around a bit but found no connection to anything I was doing (runes, mimic, items, etc.) so I assume it either is the W itself or something attached to the plating timer / turrets themselves.

Version: release patch of Neeko to present

Addendum:

W works fine regarding champions, minions and jungle creeps regardless of what structures it decides to affect/not affect in a certain game.

List of examples how the bug manifests:

• doesn't proc/charge on first tower but does proc on every other tower
• doesn't proc/charge on towers but does on inhib/nexus
• does proc/charge on towers but only after plating comes off
• does charge/proc but not proc/charge on towers
