Whenever I go into spectator mode and move my mouse all the way to the left or right of the screen the camera doesn't move. It still works when the mouse is at the top or bottom of the screen. I can also move the camera left or right by clicking on the minimap, but this is a lot less accurate and more difficult to use.
... this does little to help your problem due to lack of description..
do you have duel monitors? do you have other programs open while league is open. do you have a video.. what is the condition of your stuff????

i fix things for a living and maybe ... just maybe it was a bad day at work today for me because i dealt with close to these questions.. so.. please.. please when you have a problem ... give as much detail as you can.
me.. sometimes in the game i have to alt+tab out click on my browser because i play in windows mode in the game. and the game doesnt properly recognize that i am in the game.
i can move the mouse around but when i try to go left it goes off my screen.. or i get the menu bar at the bottom of the screen when i try go down...

i also have this issue. Fullscreen. one screen can not pan camera left or right only up and down
