My patch download speed goes down to 0 KBps

When downloading the patch after a while my download got stuck at updating interface(0%). When I start the download it starts at 1 KBps and then jumps to 75 or lower but then it gradually goes down to 0 KBps with out downloading anything at all. I don't know how to fix this and I need help!
