[GAMEPLAY] Twisted Fate can proc Static Shiv passive before fully charged

So, if you get Static Shiv on TF, the passive can proc as many times as you want before the passive is fully charged. I've tested this a few times to see if it was just a visual bug, but it's not. The only way that the static shiv passive can go off before getting fully charged is by using his Pick a Card. Pretty much, if you use any card before the passive is fully charged up, the passive will still go off and keep charging and go off again once it's fully charged. The same goes when you're attacking towers. If there are enemy minions near the tower, and you use any card, the passive will go off, but the charge will not change (even if you are at 100% and the lightning procs, you will not lose your charge). i don't have or know any way to record this, but you can try it yourself. It's worked 100% of the time I tried it.
