[Gameplay] Centre of Xerath'W triggers Thunderlord's Decree twice
The W from 
+ 1AA or spell already trigger Thunderlord's Decree although there must 3 spells or autoauttacks hit.

Just tested it in a custom game and it didn't happen for me. Thunderlord's Decree holds stacks for 5 seconds, is is possible you just spaced out auto attacks/abilities longer than you thought and just assumed they fell off?
Problably you haven't understood my coreccttly... I explain the situation. e.g. I play Lee Sin and the a enemy plays Xerath. The Xerath uses his W on me. The W hits my in the in the middle of the spell. Then he autos me and then Thunderlords was triggered.
