specifically once Camille hits level 16 and onward, her second enhanced Q (after waiting 1.5 seconds) does not apply or add stacks to fervor of battle, however her second Q used early still applies and stacks fervor of battle

steps to reproduce are simple: level 15 Camille second enhanced Q does apply fervor of battle level 16,17 and 18 Camille second enhanced Q does not apply fervor of battle
